Nope, was removed about ~~a year ago~~ two years ago (damn time flies).

Used to be able to QSS it, but it was super retarded when a Zed mid was ahead, adc gets qss and Zed can't kill him anymore

No it was changed to only remove hard CC. Summer 2013 final would make this clip nearly 5 years old...

They removed that interaction in patch 6.9, when the mage rework happened, and they removed boot enchantments and the farming jungle item.
