An alternative leaver buster system ( getting alot of unfair punishment)

Hi guys the last 3 weeks after 5.8 update and with the EUW server giving problems I have a new suggestion. The last few weeks I have been playing games and getting dc'd from the game where I have to restart the client and reconnect. Even though I do finish my game and get a good score and end up victoriously I still get put on leaver buster low priority.

So here is 2 Ideas to an alternative leaver buster. 1.) 6 afk or leaver reports will add that player into a low priority que. A team can forgive a player for dc'ing The reason 6 votes is the other team can just troll and all vote you afk if they are premade and just hated you for playing a noob champ or just plain jealousy( you do get troll players like that) OR (And i got this solution from Heroes of Newerth) 2.)When you block a player you will never end up in a que with that player. the more blocks a player get the more waiting time for the que he would have to wait for as the system would need to find alternative players. Not only can it punish afk or leavers but also flammers and trolls.

Tell me what you guys think I personally think Low priority que is a good thing but i do not think it should be running an automated system.
