Why do I have to wait 20 MINUTES TO PLAY 1 GAME

Every single one of my friend waits for 5 minutes to play games when under leaverbuster. For no reason, my buster length is 20 MINUTES. Additionally, I was helping my cousin on some homework when my game loaded, I obviously didn't reach it in time so it removed me from the que... I thought it was fine but NOPE I have to wait 20 MORE MINUTES. With my busy schedule, I have almost no time to play and none of my friends will play with me because they have to be restricted too. I think that if you play with 2+ others, none of you shoul have to face the restriction. I find it hard to think that Riot Games wants for people to keep playing after all these restrictions are put on them.
