I will not get brand?
i'm a new player and i looked up riot rewards for level and i noticed that at liv 5 you give brand but i was around liv 7 when the new system came in there is no way i'll get him?

I would suggest submitting a ticket to support here. Considering the nature of your situation, it's possible they'd draw up an exception and manually credit your account for it.
