You increase your heals and shields by 5%, and if the receiver of those shields is below 40% HP, the shielding and healing is increased further to 15% (possibly 15.5% if it's multiplicative but that's highly unlikely) on those individuals with health below 40% only. You can use this selfishly on champions like Illaoi and Darius who have a %missing HP based heal, or use it on champs like Soraka.
Electrocute probably has identical requirements as the current Thunderlord's.

and about electrocute im not sure bc it has to be 3 unique attacks so 3 diffrent attacks
and thunderlords you could also stack with 3 auto attacks
