R7 240 2gb silent performance?

AMD XFX Radeon R7 240 Core Edition Passive 2GB DDR3 Graphics Card Review

Will this card play League in maximum settings? This card is the 2GB version (ddr) which is slower than the 1gb version.

Depending on responses, I might pick this up for $30. Noise, power, price and league are my biggest concerns for a new graphics card.
