Just so you know, that item was supposed to create a pushing lane if left unattended. It was not supposed to be a sieging tool or a means of pulling tower aggro when splitting or auto backdooring EL TRUCO style. It was supposed to be an item a defensive utility champion(cough toplane tanks cough) can build to force a split pusher on the enemy team to go splitpush so they can teamfight.

It isn't being used for that.

I think the purpose of the item was changed. Originally it was as you said. Then it was changed to a siege item.
