With the new changes to JG camps XP rates, shouldn't bounty's increase their XP gain as well?

I had 188CS mainly consisting of my own jg camps + the enemies JG camps. Throughout the game the lee sin was barely able to obtain any jg camps. Yet, the HUGE difference in CS & (XP) leads only to barely one level advantage ???? something is totally not right here.

Which just makes laning even more GD annoying than it already is.
