I still dont really understand when the new project skins come out. Are they already out? or are they still working on them?

They will come out during 6.15 patch cycle. So sometime in the 2 weeks after 6.15 goes live but before 6.16 goes live, the new PROJECT skins become available. Right now, they're on the PBE for bug testing, quality assurance & making small improvements based on player feedback.

Patch 6.15 should be going live sometime next week, Wednesday or Thursday specifically. So the last week of July or the 1st week of August.
