Do you mean - the ADC ate full combo from Garen + ult? He can't oneshot anyone with tank items.
i hear of these gaming mechanics called kiting and ccing and i hear lifesteal is good so if your adc does all that garen shouldnt kill them. if you allow a garen to get to your carries then he deserves to kill them. he has no gap close. no cc, and zero range.
