I feel like her passive and rend are what makes Kalista Kalista.
Most ADC's have a CC/Stun skill. She doesn't have one until level 6 and ever then it's completely dependent on your support landing it.
Imagine Ashe R or Varus R skillshot was controlled by your support lol.
She is extremely dependent on your support being compatible with your play-style otherwise her W passive and ultimate don't matter.
The fact that her passive is susceptible to slows makes her extremely vulnerable as well. (If you get Nasus Withered you're never auto attacking again unless you stand still.) And on the flip side, gaining movement speed buffs doesn't offer the opposite effect.
Though I suppose that would be broken if it did.
You also need to factor in that this whole issue with her ult doesn't matter since most ADCs play with a premade support and vice versa. If you're going a champ like kalista, you need to have voice communication usually with your support to coordinate. Because most people will play with a premade support if they're going botlane, it doesn't make sense for the skillshot to be controlled by Kalista.
Imagine if I decided I wanted to int a game, so I picked Kalista and ulted my midlaner/support under their turret to be an arse. There would be grounds for anyone who played Kalista to be reported for ulting someone into the enemy team if they died. That's why champions can't attack other champions, reduce their stats, or do much of anything that could be detrimental to their team because of how toxic League can be.
Letting Kalista control her own ult is a good way to cause rage inducing situations.
Also, most adcs don't have a hard CC ability. In fact, most of them don't have true CC at all. Slows are hardly considered a CC at this point since they don't prevent flashing, movement, or abilities.
List of Single Target CC:
Ashe
Caitlyn (Barely, since they must walk over it themselves to activate it. Still soft CC)
Jinx (Same as above. Soft cc.)
Jhin (Skillshot, and must have been recently damaged by a teammate. Soft CC.)
List of no CC:
Miss Fortune (Just an AoE slow which is too soft of CC to be considered real cc.)
Ezreal (Literally nothing)
Sivir (Literally nothing)
Lucian (Literally nothing)
Tristana (Just an AoE slow but barely even considered CC.)
Kai'sa (Literally nothing)
Draven (I don't really consider a tiny displacement with small slow as real 'cc' and definitely not hard cc, but if you do more power to you.)
List of AoE CC:
Aphelios? Not really AOE; they must be affected by his gravitum and that's not the type of CC you're referring to. It's a root.
Kalista
Varus? Not necessarily even AoE since it's very easy to get out of his ult. Again, soft cc anyways. Not hard CC.
Roots are considered soft CC since they don't prevent someone from attacking. This definition can vary in the community, but even then there are only 5 adc champions who even have a root in their kit.
A majority of ADCs do not have a CC/Stun skill because this defeats the purpose of an ADC. An ADC is supposed to be a glass cannon that is easily killed, but if left unchecked causes massive damage. Giving them hard CC gives them the ability to completely mess over any opponent in a 1v1 which isn't necessarily the goal for the role of ADC. AoE stuns or AoE abilities in general are very hard to balance since they allow for the potential for an ADC to completely 1 shot a team. That's why Aphelios was a permanent ban for a long time and is still the most banned champion in the game for the current moment with a 65% ban rate. He AoE nuked people and decimated whole teams with his 99% slow (which at that point is practically a root in itself).
ADCs are not meant to have AoE abilities which is why they're next to impossible to balance properly.
I see your point, but you can't make blanket statements like "most adcs have this" when they clearly don't. The only case you can make is that most ADCs have some form of CC, but your statement specifically states stun CC.
Hard CC prevents all forms of action (ability casting and movement.) This would be stuns and similar CC.
Soft CC only prevents/hinders movement and still allows ability casting.
If you remove the ones with soft CC from the list, there are only 2 champions who have hard CC in the botlane; Ashe and Kalista. But even Ashe only has single target CC. Kalista's is AoE, making it even harder to balance.
Kalista when she was buffed caused havoc in the botlane and was nerfed into the ground as a result. Her whole mechanical feel is unique especially with how her auto attacks are so I don't think a full rework for her is necessary either, but her abilities need to be fixed. She's difficult to play with especially in a team fight setting since her rend really makes it so she needs to focus on one enemy. Twitch works because he has an AoE ability that procs stacks towards his E, but Kalista has nothing like that. She is essentially the degenerate form of Twitch, and needs some changes to make her have a unique feeling as a champion rather than looking like a shadow.
I really feel like buffing her Oathsworn proc could help her a lot. Maybe making her do extra damage with it or something. Make the bond of the Oathsworn more of an emphasis for her so she supports her support and herself by being near them? (Think Aphrodite from Smite. Let her Q maybe interact like Lulu Q off of her support and apply a stack towards Rend for each arrow that hits?)
You could even give Kalista a buff when her support isn't near her, kind of like a "lone wolf" type of buff.
Maybe an increase in attack speed or something if her Oathsworn dies.
Maybe even add in the possibility of temporary resurrection of her Oathsworn (Similar to Anivia passive, but on her ally?)
I really like the idea of a reliance on Oathsworn to bring out her full potential without making her useless if her support afks.
