Top lane Smite Teemo?

This is something I've been kicking around ever since runeglaive showed up. Taking Teemo top lane with chilling smite and runeglaive. Would this be as good as I think it is? Teemo can easily counterjungle to take red buff, which synergises with his E well, Runeglaive gives him some AOE and extra magic damage, and chilling smite is more engage and disengage, and synergises well with his W. And his Q is ridiculous on its own. Am I crazy for thinking this would work, or does someone else see it?
