Nerf Tier: The Strongest League of Legends Champions for February; Update 5.3

I found this new tier list. I kind of liked the explanation of the patch notes because I don't always understand what they are saying exactly. Is this list a good list to use for ranked? And why is not still in "nerf tier"?

Another tier list. I tend to avoid these altogether, because its never as cut-and-dry as they would make it seem. While it is important to see other's opinions on balance, I'd much rather hear it from the forums than from some random website.

Well, it's in one of the first lines regarding Ahri...

"Ahri took a medium nerf with increased mana costs and 20% weakening of Fox Fire. Positioning got drilled in Ahri as well, which may well pull her right out of the top tier."

Honestly, Lulu isn't that bad, especially with sustain lanes falling out of favor.

But she's isn't on the same tier as Annie and Thresh. And Leona is nowhere near God Tier.

I think this 'list' is very flawed indeed, and I see that many characters with a higher skillcap compared to the rest of the roster (Lee Sin) are placed lower than champions that are very popular in low ELO and not as as much at high ELO (e.g. Leona). Leona really isn't anywhere close to being a top tier support. She can't do much of anything outside of melee range with her being extremely restricted when her E is on cooldown.
