Riot PLEASE let us kick people from ranked

Just had a ranked game where the last picked guy (after all of us had locked into our choice, me being Nasus top), says they'll only play top. Instalocks in as Garen. No choice, I have to go Nasus ADC. Long story short, Garen goes 0/3/0, calls a teammate the n-word, intentionally feeds, quits and comes back, then says he's going to report us in post-game chat. And all this, this is a common experience, especially in low Elo.

Why is there not a feature to simply vote on kicking a member of the team off in champion select? Why do I have to lose LP, five minutes, and dodge so that the feeder can instantly queue up and be toxic again? Why Riot?
