Any Loading screen with the spinning wheel takes 3+ minutes to load!!!

Ive dealt with this forever now but i drew the line today when the game crashed and this nonsense took ages to load and i got a leaverbuster penalty and lost my rewards from one game. I run LoL in low spec mode and have reinstalled the game to try and fix this issue to no avail. Can someone please help me fix this so i dont lose everything and get banned for something i have 0 control over thank you.
