Teemo

A small rework on Teemo's Blind(Q) since it's 'BLIND' only on words while doing nothing actually. Everyone still can see him and harass with spells easily, especially champions who don't rely on auto attacks.

• The Blind to actually BLIND the enemy for the duration (like Quinn blinds the enemy or grave's smokescreen).

After the Fiora buffs, the Aatrox's button smashing + cc kit, Riven's post 6 game, Darius at all, Ryze, etc. Teemo is really not a threat anymore to anyone anywhere. Even Nasus who had to ban Teemo before because he would be useless against him unless he max E first is now able to win after 6 without a problem because of the Q stacks buff. The blind could be really helpful in 1v2 situations to prevent abilities flying from both enemies and the stalemate 1v1's where the enemy just Dash on you and instakill you because your blind stops only AAs.
