Bard; Worth the Effort?

I've been playing a lot of Bard lately. I fully understand how all of his abilities work, and their various applications in battle. I also understand how to control chime spawns and management. I have played numerous games with Bard, and feel like despite playing almost perfect games (in terms of ult placement, stuns, roaming, etc) that I'm not really getting much bang for my buck. Regardless of how good I play, It always seems like I fail to get my team snowballing.

Is this just me or is anyone else experiencing this same dilemma? If you have advice or comments on the subject please respond below. Thank you.

(P.S. Bard is definitely my favorite champion to date. Every time I use magical journey, I sing the 'Secret Tunnel' song from Avatar: Last Air Bender in my head. xD) Bard summoner 11 item 3073

He is sooooooo situational. And all over the place. Literally Riot put his stuff all over the place.

What do you mean by situational? As in, his actual usage? or when to pick him?

I'd have to say yes to both.

Bard is just tough in solo queue for one, as people have to play around him mindset wise, and everyone is having the biggest negative view of him, making that nearly impossible.

I think he can work if you have an adc that works well with levels (so if you do roam they get extra xp from you not being there), and a jungle that isn't someone like WW, so you can buddy gank, or they can help bot pre 6, as Bard isn't the best 2v2 in lane vs most popular matchups.

I think people exaggerate about how bad he is, but he is great in teams (5v5 actual teams), but people are too negative on him for him to work well in solo queue, compared to the effort needed just to make people accept the pick, let alone work around it.

the thing about Bard is that he is not bad, just terribly underwhelming. his Q stun is unreliable, and it doesn't deal any damage (basically), his W mana cost is insane, and his Ult is nearly impossible to land, and even if you do, your allies have to immidatly respond to it for anything to happen (Another post compares it to allies having to catch draven's axes)

if you want a roaming support, Ali still does a good job.
