Need champ ability info on site for theory crafting

I've thought for a while now that there should be more detailed info on champion abilities on the website somewhere. Instead of just a description and short video of what a champions abilities do, there should be somewhere to view the starting numbers for damage and cooldown etc. I should be able to see for example which of Ashe's abilities benefit from ap and or ad values without having to physically get into a game and check them for myself.

I'm guessing it wouldn't be hard for Riot to make a small virtuallzed app type thing where you could load a champ, view ability numbers and then create a build for them with items, runes and masteries to view the resulting change in values for different builds and ability ranks. This would take a lot of the guess work out of theory crafting and expedite the ability to pick up and play a new champion or a new build.
