Did rito say 4 man dynamic que WASNT going to be a thing in ranked?

Literally this is the third time its put me in a game with 4 man queue on my series. honestly its annoying that i should even have to play with 4 man premades. Dota has it so you can't 4 man in ranked, even though it uses party mmr, they still get that having a 4 man premade is pretty dumb idea.... and to top it off iirc riot said 4 man que in ranked wasn't going to be a thing, but then again riot says a lot of shit and goes back on it.
