First off, periods. Use them. Second, what would reporting them before the game do? As far as I can tell from your run on ramble sentence, you want to report them sonthey can get punished after the game, kinda like what post game reporting does, only sooner and before you know if they are actually trolling or not (crazy shit from left field can work). Lastly, if you wanted it so that reporting a guy would end the champ select, you then run into situations where people are scared to try new things, like Urgot, lest they get reported and potentially banned. Also, if you to be able to dodge for free (even with limits), prepare for trolling to get worse, as the one time Riot let people dodge in ranked for free (with a long ass dodge timer), trolling was much worse then it had ever been.
what i want to know is why tribunal never included pre and post-game logs.
And does riot still exclude them when dealing with people now? because it seems cheap that someone can be as toxic as they want pre/post game and get away with it
To be honest, you get out of low elo by just playing and trying to capitalize on whatever team comp you have.
Even in high elo you will encounter players who are one trick ponies. They will ONLY play certain champions and if you can't play the other role then you MUST play what you can do and make it work. Ridiculous comps can win. I have won games with 
Our Yasuo cried troll with duo bot support and yet, we won. Just so happens our duo support had nothing else they could play except jungle... So they had to play support. Not everything is about playing by the typical metas. Play the game, don't rage and see what happens. Eventually if you deserve to advance in rank you will.

So let me get this straight.. you're complaining that you lose 3-5 LP and have to wait 5 minutes if you dodge?
Do you not understand the part where, if you don't dodge, you play for 20+ minutes and potentially lose 15-22 LP?
Correct me if I'm wrong, but it seems to me that if you know you are going to lose a game, you just dodge. It's faster, takes at least 4x less time to deal with, and can save you a LOT of LP.
Also, you shouldn't need to dodge often. If you do, then maybe you need to take a look internally. It's very rare that I feel the need to dodge a game.

yes possibly but if u keep dodging the time increases n you dont necessarily no if they are trolling until you get in the game they could be innovationg

The point of solo queue is, to work with random people who differs how they play. If you can't work with them and dodge, you deserve to lose LP.
If don't feel like playing with public, make your own team. Nothing will ever be done.
