Is the team balanced?

gamebeaterZ··1 votes·544 views

What balance team mean? Does it mean to have enemy team who have a very high level which is more than 100 vs the team who is not even near 100? Look at my game history. Why I meet the enemy team who have a lot more level than me? And why my team mate is not even as good as them? Hope Riot fix this soon.
