Key Fragments

I haven't gotten a keyfragment in about 3 weeks I have 2 hextech chests that are just sitting there waiting to be openeing. It feels like the only way to get keys is by buying them. There was a point while playing league of legends where I totally forgot that keys existed, they should really increase the chances of getting them.
