Sooooo what ever happened to the other half of the morde gameplay rework?

So a while back we got those fancy changes to creeping death and the huge nerf to mordes base regen that was supposed to be the first half of morde changes that were on the pbe. The other half was the nerf to all his ratios and the change to his passive that would have him be more of a tank role rather than a burst mage like he was.

those disappeared from the pbe a while ago and we have not received that second half of changes leaving morde in a half-assed and even worse state than he was before the gameplay changes

so what gives riot? i thought the purposed changes were testing well on the pbe and were on their way to live. Why was morde left with only half of the update?
