Patch 4.13 Zilean Change

Q - Time Bomb TECHNICALLY A SIVIR BUFF Fixed a bug where Time Bomb's explosion ignored spell shields

Can I get clarification on this? Does this mean that after a bomb is placed, Sivir can now spell shield it before it explodes? Before, Sivir could successfully block Zilean's bombs if she spell shielded before he placed them, but if you allow her to shield it after placement that is a pretty hefty nerf to Zilean. Don't you think it's a little to easy to block Zilean's only damage source just by pressing a button according to a visual indicator (the timer) that is really easy to see? Zilean's QoL was already pretty bad, but if this is how you're planning to change it in 4.13 then it's just going to get worse.
