well, jinx is pretty good as far as her kit goes, but her skill floor is pretty low, meaning that it doesn't take much skill to play her and she can still do well. Don't get me wrong though, jinx with a skilled player is still intimidating as i'm pretty sure she's notorious for potential pentas.
Draven on the other hand has a decently high skill floor to take advantage of his axe-catching mechanic to the maximum, and also a high skill ceiling to exploit it. In a sense, Draven was THE hp-damage chucker adc before Jhin. He can reach jhin-levels of damage-per-auto (or a bit just below them) while being able to have actual attack speed like normal adcs/marksmen. Put these two together and draven can sometimes 2-3 shot kill the enemy marksman. they say Draven counter Vayne, not because vayne is bad but literally because vayne does high sustained damage over time the more attacks she gets to make..... but Draven does high BURST damage over time if you are skilled at juggling axes, meaning that he will destroy your hp at a faster rate than she can as long as he can keep spinning axes.
Same with jinx, she can do high sustained damage, but Draven's Q multiplier gives him the ability to do it much better. Nothing wrong with being bad at draven, adcs all have strengths and weaknesses and purposes in a team comp. Make draven screw up his spinning axes and he becomes just another adc with average adc damage
