Do Supports Get Placed in Wider ELO Range? How can Plat get matched with Silvers?

At the start of the season I played top main but then switched to support main a little while back. I feel like being a support puts me in a much wider ELO range (e.g., puts me where a support is really needed to hasten queue times, whether or not the game is near my ELO).

I just played a game where I'm Plat 5 and the support I was facing was Silver 1. And their top laner is Silver 3. That's just messed up Rito. If a Plat can't duo queue with a Silver how are you gonna put them in the same game?? http://i.imgur.com/F6ozLSk.png

And its not as if my ELO is really bad. Most games I play with people within 3 tiers of myself and was on a 2-game winning streak heading into this game.
