Is Quinn really not considered a Marksman by Riot standards? This game mode is literally unplayable! [zombie-nunu-bummed]

I understand why they didn't put her in this game mode. She can one shot just about every other adc in the game mode(exception of graves due to his armor passive on his E) but even then graves can do the same thing. But the biggest problem I have is the fact that Riot had 2 game modes to put her in (This and the assassin game mode) but she is not in either of them. I've been playing this game since preseason 3 and i have mained Quinn every season since i picked her up near the end of season 4. I want to play her in one of them but I am locked out because Riot has no idea what she is as a champion. She has the range of a marksman but plays like an assassin, both of which make no sense in any role which is why she is an off meta top pick in most scenarios. It sucks but thats how it is.

Quinn is the hot mess in blue. Girl needs a real identity before we start including her in anything.

First we get bamboozeled and teased with the idea of the possibility of Quinn getting a legendary project skin, but na vayne gets that. I can understand that not enough people play Quinn for her to get an expensive skin or what not. But then we don't get to play Quinn in the "marksman" only game mode. Even if she would be very powerful in this game mode, why is that such a bad thing, why can't she just get a little bit of time in the sun.
