I Can't Be Imagining Things (Skill Vs. Scripts)

TLDR; Is scripting just a myth. How frequently does it occur. Am I in denial of how bad I am?

I have played many games. I have seen good gameplay and I have seen bad gameplay. I have seen people dodge abilities in amazing ways. HOWEVER, FOR SOME REASON within these past few months I have seen a rampant increase in player "skill". Every now and then when I think someone is "cheating" I voice my opinion in allchat, embarrassingly. (I usually just say they're cheating in an effort to fake them out, hoping it would scare them into not using hacks if they are, because that seems to be my only weapon I could use to combat that besides the end of game, useless "report" button.) I am ALWAYS responded with "what's scripting" or "lol wut" they act like I'm nuts, I can't possibly call it out every time it happens and I may even be wrong more than half the time and can't accept how "bad" I am at playing this game.

But there's no way they can't all not be cheating, these players are unimaginably strong. I have my keys on my mouse macro'd so I can spam my Q W Q combo on my Zilean within almost a second. I have practiced my combo for a very very long time, I'm even 1mil mastery with my champ and somehow SOMEHOW even after I slow my opponent for 99% and use my macro'd combo I know they should have a slim to none chance of dodging, (keep in my they don't use flash) STILL DODGE MY BOMBS. This isn't me being bad with my aim either, they literally pixel pivot around my shit. I'm only gold-silver level in skill, but I'm not an idiot. I have 70-80% accuracy with my skillshots, so I know I can with some effort get my job done. I've played against plats and diamonds and I've even played with/against challengers before. I know how they play and I also know they are few and far between. There's no way there is a plat or above skilled player in every other game I'm playing (going by rough estimations.)

Why do I feel like a damn Cryptid chaser anytime I call someone out? How frequently do people ACTUALLY script? Is riot really doing anything to stop these types of "players"?
