In your opinion, is Swain Good?

I'm not looking to start any arguments. I'm just wondering what the general consensus is.

My personal opinion; he's in a bad state. His mana costs are high and requires him to effectively last hit to recover mana with his passive. Last hitting is pretty hard with him since his AA range is only 500, his ult for wave clear is erratic at best, and his W is rarely ever maxed early enough. On top of high mana costs a lot of his damage isn't front-loaded; meaning he has to stay in the middle of the fight much longer than other mages in his role do in order to do the same damage AND it's easy to avoid a lot of the damage from his abilities with simple mobility (something that is easy to find in a champ these days).

What do you think about ?

Side note: his E is an awesome ability and, in my opinion, central to his identity. I love catching people off guard because of the damage over time and its damage amplification.
