Why make 4 other people suffer through an enemy team taking objectives, spit pushing, and generally ruining the game for an extra 20 minutes when someone suddenly has to leave? Put an instant 3-hour ban on anyone who leaves a game for any reason, and allow surrender so that people can get into fair games without waiting for the arbitrary 20 minutes.
Do what the Koreans do and just have the entire team sit at base for 20 minutes or until the enemy team finishes. They know it's useless to be a hero.

Personally whilst I do think something like this is needed, I also think it shouldn't be open immediately.
After all thereare people with legitimate issues out there, and for all we know while they're disconnected they might be trying to fix the issue and might reconnect.
Instead I think there should be a time limit that starts when a player leaves, and if they don't come back before it reaches zero the rest of the team can surrender.
That way they have a chance at returning, and if they don't the people in-game only have to go through like 5 minutes of a 4v5 before being able to surrender.
I'd actually like to see this, but after a 5 or so minute delay to give the player a chance to reconnect.
Instant ban for any leave disregarding account history is overly harsh. The majority of leaves are not intentional, and anyone who regularly leaves gets low priority queue and/or bans already.
