Taric Tool Tip wrong

Taric's tool tip for passive, says"after casting a spell, the next basic attack deals bonus magic damage equal to 20% of armor, and reduces cooldown of spells by 2s

this is true, unless you hit the towers or inhibs.... in which case your hammer just glows at you ><

the cool down reduction would be nice to have when u hitting towers (and as promised by the tool tip) if not please change the tool tip. Thank you
