The major issue of pre-game lobby cancer

There needs to be some sort of way to get out of lobbies with cancerous little children like this without having to lose LP or an entire promo. It's ridiculous and out of hand. How hard is it to add a vote type thing you can click any time during champion select that if 3 people vote for, the lobby cancels and no one is punished. (3 because duo queues can be ass holes too)

There's no punishment for these people. Even if everyone reported him after game, nothing would happen. That's just how league is and everyone knows it. The summoners code enforcement is a joke, unless you call someone a mean name, then watch out. Riot will drop the ban hammer on your bitch ass so fast. But feel free to feed 3000000000000 kills. They're cool with that. Feel free to ruin someone else's fun entirely. Riot thinks that's just swell. This is already a frustrating player base to be a part of, can we just get one fix for something that is so obviously a major problem?
