Matching doesn't work?

That doesn't show that matching doesn't work. Number of wins does not show how good a player is, their likelihood of winning a game does. That is why League and other video games use the matchmaking that they do. You are close to level 30, so you will start to be matched with level 30 that are at about your level.

To put it in a different way: just because someone has spent 1000 hours on their local baseketball court, that doesn't mean they are better at hitting jump shots than you.
