Banning Declared Champions On Your Own Team

Just like the title says, why is it possible for your own team to ban declared champions? It's possible for a team to ban every champion that's been declared either on purpose, or accidentally banning just 1 declared is still a problem. Kinda defeats the purpose, and allows people to add salt where there doesn't need to be any. Anyone else have any input?

last pick hovers a broken ban or pick champion, the enemy has first pick and will most likely grab that champion, why shouldnt i be able to ban it so the enemy doesnt get it while my teammate has a very low chance of getting them? the purpose is to coordinate your comps with your team better and not ban someones champ by mistake and thats about it, if you couldnt ban hovered picks it could easily be used by trolls to hold queues hostage better and it would also take away the ability to ban out certain champs as both teams will have them hovered, neither can ban said champion, then op champions become a MUCH bigger problem

Last night, I had a champ select phase where I was last, Support, and declared Zilean. Our jungler declared Khazix if I remember correctly. Our mid banned Khazix and our Top banned Zilean. Neither of them had declared. Then, Mid picking first on our team, locks in Vayne. Top locked in Zed with 3rd pick. I just dodged, as it was pretty clear to me we had a troll duo who was going to shit up the whole game and then flame everybody else. Rip my 3 LP.
