Item suggestion

I would just like to see an item in the game that offers counterplay against champions like Ivern, Janna and Poppy. The Items purpose is to provide bonus damage against shields (maybe 30%). There are many ways to counter heals, armor, max hp and other defensive bonuses, but shields have always been a really strong tool for defense. Currently the champions who all rely on a lot of shielding have a winrate on 53%~ Has a winrate on 57,5% Shields are definitly a useful mechanic for the game, but there should be a way to counter them effeciently. I think the item should be dedicated to mages and serve as the mages choice of a Dominiks . Comment your thoughts
