your incorrect and correct. The problem is Silver simply has the most variety of players in both in terms of skill and personality. Here is a list of the many players you will see in Silver. You simply don't see this level of skill variety in other elos, in Bronze everyone sucks, everyone is bad at the game, so if you actually have talent, and are in bronze from whatever reason. You will be able to climb out fast, simply because you are better than them, and will be left un challenged. They won't know how to handle you. They simply aren't capable of doing so. The skill difference between a legit silver and a legit bronze is honestly pretty big. I often go as far to say, bronze players, true bronze players, actually have no clue how to play this game.
However in silver, things become tricky and weird. You get about six types of players.
The 3 good players you will see
1-The Prodigy
The prodigy is the new guy in silver, he just got out of bronze, had a high win rate, and now he is doing the same in silver, you all most likely met someone like this. New to the game and everything just clicks. You see them, maybe even talk to them, and their is no doubt in your mind after seeing them play, that if they can continue that performance they will be plat before the year ends. However they lack more advanced knowledge on shot calling and match ups.
Weakness-Lack of experience to challenging situations
2-The Smurf
Need I get into details? he's smurfing, he's boosting people, or maybe he is just a very bored plat/diamond wondering how fast it will take him to get back to plat/diamond. He's massacring games, going full faker. playing with him is a treat (if he isn't toxic) and playing against him is a nightmare. Weakness if any? Ego due to thinking they are entitled to win.
Weakness: Ego
3-The silver Veteran
He has been playing this game for years, has gotten pretty good at it to. Maybe they got gold or plat one year and simply lost motivation to go try hard every game. They will often try their best, but they will rarely give their all. They aren't often toxic for they simply don't see the point anymore in being toxic. If you do happen to piss them off than you must of really did something to tick them off. Veterans know many match ups and scenarios, they aren't the most mechanical but they make up for it in game knowledge and experience. This player typicaly befriends "prodigies" really fast, as the "prodigy" needs someone to mentor them on the knowledge they lack, you will often see these two duoing until the prodigy out grows the veteran.
Weakness: Lack of motivation to try hard
The 3 bad players you will see
1-The Flamer
The flamer is a guy who has been playing league for a few years, but unlike the veteran the game has basically broken this guy mentally. He is toxic and is raging every game, refuses to accept responsibility and even though he may be mechanical or smart, he is held back completely by his horrible temper. These are the players where if you refuse to give them blue buff they just say fuck it and int. Absolute missery to play with, will ping MIA on your lane and spam it if you forget to do so even once.
Tips in how to deal with them: Honestly it sucks, but just give them what they want, if you want to win games you need to keep them calm, or else they can and will int.
2-The Scrub/Boosted
This is the guy who is honestly not often a mean person, but just stupid by every sense. This is the guy where when you are jungling, you go to your third camp, not even level three yet, and you hear the dreaded "an ally has been slain". You take a deep breath, go to work on your third camp, you check on the laner as he tps back to lane and go "okay ill just gank him after this -" AN ALLY HAS BEEN SLAIN. This is the guy who simply feeds his mind off and has no clue how to stop, he's mechanically terrible, he has no sense on how to play the map , probably forgot he even had one. And he pushes you to the point where you just want to strangle him.
Tip in how to deal with them: Ignore them to be blunt, don't help them in lane, don't give them kills, find out who your strongest partners are, and get them fed and win before this feeder can cause anymore damage. Don't get this guy fed, just for him to blow his lead, find out who your strongest ally is immediately and work with them.
3-He's actually just silver
This guy is actually just silver, he knows how to play at a silver level, but that's why he's bad. For this guy will eventually face either the prodigy, the smurf, or the veteran, or a very good flamer. The result will be him getting dumpstered in lane, and he will be quick to get frustrated as a result. This guy is so mediocre to the point it's harmful to him. But he is also the easiest of the 3 to carry.
Advice?: Give him a few kills, keep him calm, tell him what to do politely.

And that is why silver is a mess, for you simply don't see this level of variety in any other elo.
