Leona Nautilus Nerfs: I don't understand why these nerfs matter in the very least

I feel there are other problems with these champions that are completely being ignored like Perma cc Leona and Nautilus. A 30 dmg late game nerf makes absolutely no sense when they have already done their job by the level 9 30 dmg nerf. I am so confused what this nerf is about and why these champions are being let like this for almost one full season without any nerf.

Leona is the easiest champion in the bot lane to hard counter into irrelevence. There is no reason to nerf her. You literally need to devote your whole team to banning Anti-Zenith blade supports/ADCs, or your Leona lane is gonna get stomped.

Perma-CC is literally all they bring to the table, so if you want that reduced, youre going to need to give them something else in compensation. Make leona E a non conditional mobility ability, and we'll talk.

200 years of design experience thinks that Nautilus players max their Q, when in reality, literally nobody maxes their Q first.

This is either Riot trolling, trying to get people to stop whining about them (While letting them remain strong and keeping the game a 100-0 fest), or they're literally just that disconnected from their own game that the balance team is completely useless.

Because they don't understand what's really making these champions strong. Nautilus is broken because of how insanely easy his Q is to land. Not only does it have a much wider hitbox than most other hook like abilities, it also comes out extremely quickly and travels very quickly too. It also has a notoriously inaccurate hitbox making it seem a lot smaller than it really is, but they are trying to address this problem with the VFX update coming next patch. His ultimate is also a huge balancing problem, as you would probably expect from a point and click, ranged, AoE knock up.
