Games w/ Leavers should be forgiven losses

I don't know why this isn't a thing. As far as abuse, just don't give the forgiven loss to any players directly queued with the leaver. Then abuse can't happen. If you are still concerned after that, then make it up to a certain time in game.

ex) Just last game I had a nasus go 8 farm to rengar's 56 top and he died twice to him. He left the game then. We surrendered at 15min, and then I get a loss in my placement games. Was that deserved?
