ARAM - more quality of life improvements

I appreciate how riot took over 8 years to add simple quality of life improvement to ARAM, and I know that it would probably take another 10 years before they fix the damn thing instead of releasing multiple new, one-time game mode, but ARAM mechanic is still pretty shit right now. I'm not talking about some ambiguous unimplementable changes like taking team power rating into consideration when rolling, but some much more reasonable changes:

First, is the ability to reduce your ARAM champ pool (minus free weekly champs). The logic behind this is simple: you shouldn't be punished for owning a champion. Many is bad in ARAM, some you bought to test out and find the play style incompatible, some you bought for the sake of buying, which is even more common since the capsule change. New accounts with only a few champs that they main, or ARAM only accounts are at a huge advantage vs someone who owns ~30-60% of the champ pool (I gave a number I believe to be reasonable), but only plays a portion of it.

Second, is for a separated balancing patch. Doing this over the entire champ pool is unreasonable (although they did so for the now defunct domination mode), but not so much for just items and runes. ARAM items and runes are almost a carbon copy of their rift's counterpart. Some are broken, some are utterly useless, only the very few that absolutely break the game is balanced (dark harvest, for example). It limits the pool of champions that can do well in ARAM, and spike those which can abuse these runes and items.
