Is Heimerdinger still a champion?

Champion.gg - Heimerdinger Middle Stats, Builds, Runes, Masteries and Counters

When will Heimer get buffed or reworked? I dont play the champion because he is just useless... Keep in mind that heimer has 46% win rate. (Don't mention azir,lissandra or ryze since those champions are still known by the comunity unlike heimer)

About 13 days ago or so Meddler noted "Stretch goal for 7.8: Heimer No details yet on possible changes and there probably won't be anything on PBE for a little bit at least, we're hoping we'll be able to put a bit of time into Heimer though. " So there are plans just they haven't been revealed as of yet!

He WILL be needing a buff soon if that sustained magic damage thing gets implemented though. His turrets will get botched by that.
