If you aren't in ranked to play serious don't play ranked.
If you aren't serious play normals.
Now with that said.
Don't allow a surrender option.
You certainly aren't serious about winning the match if you surrender.
I don't think anybody can argue with that.
Except that, normals isn't a good excuse if you don't want to play seriously. There's a lot of people that take normals way more seriously then they take ranked.
Also, and this is for those who know what I'm talking about, I'm not going to sit there and play an hour+ long match that my team can't come back to because we're being camped at our own fountain by a bunch of jerks who would rather constantly kill the my team over ending the game. Nor would I like to sit in an hour+ game where we can't do anything because everyone is so behind, that we can't even get picks.
There's a reason their's a surrender in all modes. Deal with it.

It's not going to be a very serious E-sport as long as you allow a surrender option. Only very bad new players ever surrender in any game. If you are one of them... I guess this a learning experience for you.
