I paid my dues, why can I no longer earn loot after I paid for my crimes?

I got chat-restricted like a week before the loot system existed. It was waaay over by the time it came, and now you're saying I can NEVER, EVER get loot for ONE chat restriction that happened a WEEK prior? Come on Riot, you talk of "Reform" yet one little transgression and you rip an entire part of the game away PERMANENTLY. What incentive do I have now to be good, if being good doesn't matter? (Granted, I'll still be good, but jeeeze, way to be overly harsh.)

Unless you buy them... because Riot believes money > being toxic.

It's not permanent from all I can tell, but it will most likely take a significant time of non-toxic behavior to result in rewards being unlocked again. Maybe you even have to wait out a whole season which would suck. I got drunk and talked a bunch of smack and got a chat restriction so no rewards for me lol. But that's entirely my fault and I'll have to deal with the consequences. I would love to have rewards to get the moment my chat restriction is up, but I don't expect to--they clearly stated its for non-toxic players.
