Thinking of getting a new champ or skin

I like tanky or annoying champs to name a few. I like being able to kill people or dealing moderate amounts of damage if i need. Any suggestions? I can get all the champs in the game. And as for skins I like ones that change the look of the skills or maybe neon or AWESOME skins. thanks guys
