Can Anyone from Riot or an experienced TF main help?

Before his visual update in 2012, Twisted Fate's Pick a Card used to be predictable by counting the number of times a card pulsed after locking in order to predict what the first card will be once you reactivate the ability later. After the visual update, there is no pulsing card and therefore no visual representation. My question is did Riot change the Pick-a-Card mechanics so that it is possible to predict a card later, or did they not change anything making it impossible to predict. Some people say that the cards change every .515 seconds even when on CD, others say that they change only when you activate the ability, and others have different theories. I looked. I tested. I researched. I couldn't find or verify anything, only that it USED to be Definitely possible pre-2013

It was indeed changed on purpose. The tradeoff PaC has for its versatility is that you need to, well, pick a card. Making the card rotation predictable works against that. It's been forever since this change actually went out, so finding the Riot post(s) on it would take a while.
