What happend to VLAD?

Is anyone troubled by what the 6.13 patch did to Vlad? Prior he seemed really solid and enjoyable to play. He was hovering around a 49% win rate per champion.gg and op.gg. Isn't that healthy? He was also seeing LCS play which was great. Was he too oppressive that he had to be changed? The 6.13 patch destroyed him, he is now at about a 46% win rate and numbers wise is one of the worst laners TOP and MID. I love Vlad but he just feels awful and weak at the moment. It's frustrating to have his viability change so fast. I know the object was to pull vlads damage back a bit when he doesn't build AP, but I feel he doesn't do much damage period. It seems like most players rush Rocket belt on him currently or just don't know what to build. Couldn't Riot have just let him be? I would love your thoughts guys.

they are trying to force him into at least buying some items with ap and not build full tank and still do more damage tha a fed LeBlanc. Problem is that he winrate and play will suffer, they reallly need to think about changes his dumb passive that only always you to abuse stats

He remains my most reliable mid laner.

But I play in low silver so maybe that's why. I can generally carry games with him using a CDR build (Spirit Visage + AP items) and by taking Ghost. He can still accomplish a lot and late game he can easily 1 vs 2 (and take on the whole team if your team provides enough distraction).
