Harshness of Failing to Select Champion

Hey Guys,

I just jumped back on to LOL after a year long hiatus and in the first game I played, my computer froze up and didn't let me pick a champion. I got booted and it told me that I had "Failed to Select a Champion" and didn't let me try again for another 5 minutes. Does that effect reliability at all? If it does, why and how can someone like me who has crappy internet access still play without being worried about waiting 5 minutes after a connection mistake as well as suffering in the same class as a leaver?

It's not for people who have internet/computer issues. It's for people who when they join a lobby, didn't get what they want so they dodge. If there was no punishment, it would be very hard to find a game outside team builder. If your internet is not stable enough for champ select, it is more than likely not stable enough to play in general..... 4v5's are not fun :\
