buff who? this broken champ... She is low hp regen because her E got buff at rank 1. She is broken at&after level 4.
Riven is broken in a 1v1 top lane. At least against most melee champs since they usually don't have hard cc. Her leaps on Q and ridiculously strong shield+dash make her near impossible to kill early game.
Heaven forbid she has a weakness now.
No, fuck that bitch. She's still OP in top against a lot of match ups.
