Stop trying to boss the support around. It makes for an angry, hostile, and combative lane, and honestly maybe you bossing him around is the reason he's taking the CS. Nobody owns the CS and he is 100% within his right to last hit if he wants to. Once you accept that you're a team and that you aren't fighting each other, but the enemy, you'll have a much better and more fun lane.
