He's pretty top tier now. His stun is basicly back and the rest is stronger

if you read the PBE changes its a tooltip display change. there is no change in actual delay. .25s is casting animation + .5s delay = .75s
so its really .75s from when i click E to when the enemy can potentially be stunned.
