About the balancing of Yasuo

I think the best way to balance good yasuo with the new system of rune and masteries is to maybe up the ratio of as needed to have the 1.33 cd on Q and to put out the actually ratio of yasuo on his E and replace it by the original one. (2 stack max ofc) Thank you :)
